The character is quite clearly composed of a top and a bottom half (上 and 下, respectively), which reminds me of how you’re supposed to keep both the front and bottom faces of your credit/debit card hidden at all times to avoid falling victim to fraud. There are highly sensitive numbers on both sides!

As you can see the up and down character being combined together, you can imagine the CARD having numbers on both the top and bottom of it.
