The left part of 到 reminds me of both 去 “to go” and 在 “to be in/at” , so if you’re GOING somewhere you’ll be AT, you’re ARRIVING.

the left side of the character looks like a person walking towards the right and then cant walk anymore because its being stopped by the knife radical. once it stopped, it arrived at its destination.
