The character looks like a mouth suggesting something to someone else. Since the radical on the right is similar to dad, it is like a child’s mouth suggesting something to their dad.

The character on the right is also in 爸 and sounds like ba, and the purpose of this word is to soften the tone when making a suggestion(with our mouth represented on the left), which we would do when speaking to our parents.
