Looks like a person with their arms apart as to say “this much more” (the two sticks on 不 are the arms sticking out.)

the left (walking) radical is stopped by 不 so it has to stay still.
And the walking radicle also looks like someone giving a big step forward, so he is walking

I remember this character by thinking of it as walking and then 不 which means no. In a marathon you can’t walk any longer if you ALSO want to win,
