When reporting the weather forecast, you have to use your hand (hand radical). Also, the middle and right parts together look like an umbrella covering a person, which a forecast may tell you to do if it’s raining.

I agree with the comments above. “Hand” radical helps to remember this character – you use your hand while reporting the weather forecast. In the character’s components, there is a part similar to友(from 朋友). I remember it like “reporting weather to the friend”

The two parts of the character look like a skinny reporter talking to an editor bent over a desk. That mixed with the hand radical shows that the reporter is “reporting” to the bent over editor.

it looks like a person holding a loud-speaker to report smth. the left hand side looks like a human and this person using his/her hands to hold the loud-speaker (hand radical) and the left one is the loud-speaker.
