The person is climbing up a ladder that is really high. He is almost on the top, but it is so DIFFICULT for him to not look down as he is scared of heights.

The part on the far right looks like a hand with 5 strokes the top is the thumb the other four are the fingers along with the hand and person radical. Difficult to write.

This character is basically the character for zhun (criteria/standard) next to a hand radical. The hand radical looks kind of like an hourglass (running out of time/sand) and it is HARD to meet a certain criteria in less time.
