This character could signify the frequency of something due to its radical: walking. When walking, you frequently place a foot ahead of the other. The other part of the character could be a visualization of a foot stepping on a sidewalk.

It looks like someone holding an abacus, one of the first calculator tools we use to learn ‘frequency’.

the bottom thing looks like a catterpilar with a lot of legs. The legs on a caterpillar moved very frequently when it walks(radical reference)
