The character is perfectly unitary without anything on it, like a king who’s the center of his territiory.

This made me think of stairs in front of maybe a temple or a throne, where the king can me found at the top.

Turn it to the side, it looks like a fortress/castle. Kings live in castles.

I see it as like a hierarchy or tier with the king on top, middle classes, and lower classes showing the organisation of that society with a King.

The character for “king” is very similar to the character for “three” but with an extra “shu” stroke down the middle. We can link “king” to “three” by remembering that the third face card in a deck of cards is the king card.

It reminds me that a king is the greatest authoritarian, because having 3 sticks, the one on top is the king.
