I agree with the comments above. “Hand” radical helps to remember this character – you use your hand while reporting the weather forecast. In the character’s components, there is a part similar to友(from 朋友). I remember it like “reporting weather to the friend”

The two parts of the character look like a skinny reporter talking to an editor bent over a desk. That mixed with the hand radical shows that the reporter is “reporting” to the bent over editor.
