了 is the end of 算了, which means forget it. So, it implies that something is completed.

Le reminds me of an empty glass, which is how I remember it is a completion particle. The glass is empty so the statement is done.

it looks like the second letter ‘e’ is hung upside down from the letter ‘l’. and together making the shape like a hook that is about TO COMPLETE something by hooking them all.
